Freeman Sarbah Under Investigation for Corruption – OSP Confirms Arrest

 

The Office of the Special Prosecutor (OSP) has confirmed the arrest of Freeman Sarbah, the Acting Head of Legal at the Ghana Revenue Authority (GRA), in connection with ongoing investigations into the controversial revenue assurance contract between the GRA and Strategic Mobilisation Ghana Limited (SML).

In a statement issued on the OSP’s official Facebook page on Monday, November 3, the office stated:

“Mr. Sarbah is under investigation for suspected corruption and corruption-related offences, as well as obstruction of justice, in relation to the GRA–Strategic Mobilisation Ghana Limited (SML) revenue assurance contract.”

The arrest marks another significant development in the OSP’s probe into what has become one of the most contentious government contracts in recent months. The GRA–SML agreement has faced widespread scrutiny over alleged procurement irregularities and potential breaches of financial management laws.

Mr. Sarbah’s arrest comes shortly after the Special Prosecutor, Mr. Kissi Agyebeng, announced that his office was preparing to charge several high-profile individuals connected to the deal.

Those expected to face charges include:

• Kenneth Nana Yaw Ofori-Atta, former Minister for Finance;
• Rev. Ammishaddai Owusu-Amoah, former Commissioner-General of the GRA;
• Ernest Akore, Chief of Staff to the former Finance Minister;
• Emmanuel Kofi Nti, former Commissioner-General of the GRA;
• Isaac Crentsil, former Commissioner of the Customs Division;
• Kwadwo Damoah, former Customs Commissioner and Member of Parliament for Jaman South; and
• The General Manager of Strategic Mobilisation Ghana Limited (SML).

Speaking at a press briefing on Thursday, October 30, 2025, Mr. Agyebeng disclosed that the OSP was finalizing its investigations and would proceed with formal charges before the end of November.

“We have gathered substantial evidence linking the suspects to acts of corruption and related offences under the GRA–SML contract. The public will soon see action,” the Special Prosecutor affirmed.
