NATO hosted its largest cyber war game this week in Tallinn, Estonia, 130 miles from the Russian border, placing troops under simulated attacks that caused power blackouts, disrupted communications, and created public chaos. While Russia and China were seldom mentioned, they were clearly on the minds of participants as potential adversaries.
The exercise aimed to test the alliance’s readiness for coordinated assaults on both civilian and military digital infrastructure. Hundreds of troops from 29 NATO member states and seven partner nations, including Ukraine, took part in the seven-day event at CyberRange14, a facility established by the Estonian Ministry of Defence following a major Russian cyber attack in 2007. NATO has conducted preparedness exercises at the site since 2014.
Participants described the experience as both stressful and exhausting. “Even against a simulated enemy, cyber warfare is very intense,” said one participant. Combat fatigues remained spotless, but instead of missiles, the adversary deployed malware.
Cyberwarfare, alongside space operations, is increasingly recognized as critical to NATO’s strategic security, on par with land, sea, and air domains. Participants had to manage complex system failures in their own countries while simultaneously coordinating solutions with over 1,000 military and civilian personnel across the globe, from Tokyo to Texas. One described the challenge as akin to “juggling a football, solving a Rubik’s cube, and talking with your neighbor simultaneously.”
The scenario centered on NATO’s northern defense forces responding to threats against the fictional nation of Andvaria from its aggressive neighbor, Harbadus. The conflict unfolded over an imaginary island in the North Atlantic, but its digital repercussions were global, illustrating how cyberattacks can cascade across nations.
During the exercise, participants faced multistage attacks on satellite internet systems, including those similar to Starlink, which disrupted intelligence, GPS, banking, and military coordination. Malware was also introduced into fuel management systems, forcing rationing and emergency network shutdowns. The exercise emphasized the importance of inter-allied communication and rapid sharing of solutions.
Commander Brian Caplan, a U.S. naval officer and exercise director, noted: “There is no boundary in cyberspace. Adversaries can pivot from one nation to another. Something that affects one nation can create second- and third-order effects in others. Building trust and collaboration is crucial.”
NATO also revealed it is developing an AI-powered chatbot, using an OpenAI model, to support commanders in managing complex cyber incidents. While not yet deployed in operations, early trials demonstrated its potential to enhance situational awareness and decision-making.
To increase realism, the exercise included simulated media coverage of the crisis, fake social media posts, and public panic, challenging participants to respond not only to technical attacks but also to the spread of misinformation. Military legal advisors were on hand to guide participants on the legal parameters for responding to cyber threats, which often originate from proxies targeting civilian infrastructure.
Despite the intensity and challenges, NATO officials assessed the exercise as a success, emphasizing that while the alliance faced difficulties, participants largely adapted and survived the simulated attacks.
The exercise underscores NATO’s recognition that modern conflicts extend beyond traditional battlefields, requiring coordinated, multinational responses to complex cyber and hybrid threats.
