A Chinese national and six Ghanaian employees of the Golden Dragon Casino in Osu have been arraigned before an Accra Circuit Court for their alleged involvement in a GH₵440,000 game-rigging scheme.
Mu Shuai, identified as a registered player at the casino, is accused of conspiring with employees—Rudolph Ayin, Loveland Odamtten Okpoti, Joseph Addo Narh, Ibrahim Tijani, Kelvin Baidoo, and Elijah Larbi—to manipulate gaming outcomes over several months.
According to prosecutors, unusual winning patterns raised suspicions and prompted an internal investigation, which revealed video footage of a questionable card exchange between Shuai and Narh on February 16, 2025.
Assistant Superintendent of Police Benjamin Baafi stated that a thorough review of CCTV footage and casino transaction records traced the fraudulent activity back to September 2024. The accused allegedly violated standard gaming procedures to enable Shuai to win illegitimately.
Following a formal complaint, all suspects were arrested. During police investigations, Shuai reportedly admitted to the scheme and refunded the full GH₵440,000 through an associate.
The six Ghanaian employees denied the allegations but admitted receiving money from Shuai after his questionable wins.
All seven defendants pleaded not guilty. Bail was set at GH₵400,000 for each, with two sureties. For Shuai, one of the sureties must be a Chinese national. He, along with Ayin and Narh, is required to report weekly to the police and has surrendered his travel documents.
The case has been adjourned to April 24, 2025.
