CHRAJ Petitioned to Investigate President Mahama Over Conflict of Interest Allegations in Damang Mine Takeover

ACCRA, GHANA — A formal petition has been submitted to the Commission on Human Rights and Administrative Justice (CHRAJ), calling for a full-scale investigation into President John Dramani Mahama over the recent acquisition of the Damang Gold Mine by his brother's company, Engineers & Planners (E&P).

The petition, filed by a private citizen identified as Emmanuel Senyo Amekplenu, alleges a potential conflict of interest and the possible abuse of executive influence for private family advantage.

Invoking the statutory powers of the Ombudsman, the petitioner requested that CHRAJ investigate the matter under Article 218(a) of Ghana's 1992 Constitution. The petition further cites Article 284, which explicitly mandates that public officials must avoid placing themselves in positions where their personal interests conflict—or appear to conflict—with their official duties.

Central to the complaint is the role of the executive branch in approving the transaction. Amekplenu argues that because the multi-million-dollar Damang Mine takeover received approval from the Cabinet—a body chaired directly by the President—serious ethical concerns are raised regarding the selection of the President’s biological brother, Ibrahim Mahama, as the primary beneficiary.

To support his argument regarding presidential authority over such deals, the petitioner cited public statements made by Majority Leader Mahama Ayariga in February 2025, which noted that Cabinet decisions are ultimately executed by the President upon the counsel of his ministers.

Beyond the mining concession itself, the petition highlights a broader pattern of alleged financial interconnectedness between the First Family and senior state officials. Specifically, Amekplenu requested that investigators review:

• Corporate Sponsorships: The reported funding of a medical trip for Vice President Prof. Jane Naana Opoku-Agyemang by Ibrahim Mahama.

• Use of Private Aircraft: The regular use of a private jet, allegedly owned by Ibrahim Mahama, for official travels by both the President and Vice President.

The petitioner has asked CHRAJ to determine whether any state concessions, reciprocal financial arrangements, or public benefits were tied to the use of the private aircraft.

As part of the requested remedies, CHRAJ has been urged to subpoena and review all relevant Cabinet memoranda, meeting minutes, declarations of interest, and reciprocal correspondence regarding the Damang Mine transaction. The petitioner concluded by demanding that the Commission determine if any constitutional or ethical breaches occurred, and recommend appropriate sanctions if wrongdoing is established.
