Anti-corruption activist Oliver Barker-Vormawor has cautioned that the National Democratic Congress’ (NDC) much-touted Operation Recover All Loots (ORAL) initiative risks underperforming unless the Attorney-General’s office undergoes substantial strategic and structural reforms ahead of 2026.
Barker-Vormawor argues that it is neither practical nor effective for the Deputy Attorney-General to be personally involved in nearly every high-profile case. Instead, he says the fight against white-collar crime requires a dedicated, well-funded, and highly trained prosecutorial unit capable of handling complex financial and corruption-related cases.
According to him, without a specialised and adequately staffed team, ORAL is unlikely to achieve its intended impact. He made these remarks in a social media post, stressing the urgency of decisive action as the country approaches 2026.
“I believe that by 2026, the Attorney-General must work with the Finance Minister to secure substantial funding to establish a strong 40-member white-collar crime unit within the Attorney-General’s Department,” Barker-Vormawor stated.
While praising the legal competence of the Attorney-General, Justice Godfred Yeboah Dame—popularly known as Justice Sai—he emphasised that no single individual, regardless of expertise, can manage the immense workload currently borne by the office.
“Justice Sai is an exceptional lawyer, but he needs a large team he can train and lead,” Barker-Vormawor said. “Right now, he is prosecuting cases, defending the state, and appearing in numerous constitutional matters, including the Torkornoo case. Beyond that, he attends meetings and travels abroad to represent Ghana. It is unrealistic for one person to do all this effectively.”
He concluded by calling for a fundamental shift in strategy, insisting that such reforms are essential for ORAL’s success. He described the proposed changes as “the best Christmas gift anyone can give Ghana” and urged key political figures, including John Dramani Mahama and Ato Forson, to take his recommendations seriously.
