Ghana’s Finance Minister, Dr. Cassiel Ato Forson, has been appointed as the Returning Officer for the African Development Bank (AfDB) presidential elections. The announcement was made during the Bank’s ongoing Annual Meetings.
The election aims to select the next president of the AfDB, succeeding Dr. Akinwumi Adesina, who has held the position since May 28, 2015. Adesina was elected as the 8th President during the Bank's Annual Meetings in Abidjan, Côte d’Ivoire.
Five candidates from various African nations are in the running:
- Mr. Amadou Hott – Senegal
- Dr. Samuel Munzele Maimbo – Zambia
- Dr. Sidi Ould Tah – Mauritania
- Mr. Abbas Mahamat Tolli – Chad
- Ms. Bajabulile Swazi Tshabalala – South Africa
As Returning Officer, Dr. Forson will ensure that the election process is fair, transparent, and in strict accordance with the AfDB’s electoral rules, particularly Article 5. His duties include verifying the ballot box is empty before each voting round, confirming the vote count matches the number of eligible voters, eliminating invalid ballots, and overseeing the tally of valid votes.
He will be assisted by the Bank’s Secretary General, General Counsel, and a specialized technical team, who will support the process under Article 7 of the electoral guidelines to ensure accuracy and compliance.
Dr. Forson’s appointment highlights the confidence the international financial community places in his integrity, expertise, and dedication to upholding principles of good governance.
