Private legal practitioner and former Roads and Highways Minister, Inusah Fuseini, has urged the public not to interpret the recent report from the Office of the Special Prosecutor (OSP) as a full exoneration of former Sanitation Minister, Cecilia Abena Dapaah.
Appearing on KeyPoints on TV3 on Saturday, August 23, 2025, Mr. Fuseini stressed that the OSP’s findings do not amount to a declaration of innocence for Dapaah.
“This report does not necessarily clear Cecilia Dapaah of wrongdoing,” he said. “Further investigations—especially into money laundering or corruption—may still reveal criminal activity.”
The OSP’s 2025 mid-year report, which included collaboration with the U.S. Federal Bureau of Investigation (FBI), found no direct evidence of corruption after a prolonged probe. The investigation, which began in July 2023, centered on large sums of cash found in Dapaah’s home, as well as frozen bank accounts and assets linked to her and close associates.
While the report stated that no immediate evidence of corruption had been uncovered, it flagged "strong indicators" of possible money laundering and suspicious financial structuring. The OSP acknowledged, however, that prosecuting these matters may lie beyond its mandate.
Fuseini highlighted this nuance, warning the public against assuming the case is closed.
“The absence of charges doesn't mean she’s been vindicated. Investigations into financial crimes could still hold her accountable,” he emphasized.
Cecilia Dapaah has remained at the center of national attention since 2023, when revelations emerged about large unexplained cash sums allegedly stored in her residence—raising broader concerns about wealth accumulation among public officials.
