National Identification Authority to Operate Under Interior Ministry Following Proposed Amendment to Act 707

The Executive Secretary of the National Identification Authority (NIA), Yayra Koku, has announced that the Authority will be restructured under the Ministry of the Interior, following a proposed amendment to the NIA Act 707.

According to Mr. Koku, the amendment—if approved by Parliament—will permanently place the NIA under the jurisdiction of the Interior Ministry. This change is intended to enhance coordination between the NIA and national security agencies by granting the latter access to the Authority’s database and aligning operational frameworks.

In a statement shared via social media, Koku explained that the current Act 707 does not make provisions for integrating the NIA within Ghana’s broader security framework. As a result, collaboration with law enforcement and intelligence agencies has been limited.

"This amendment has become necessary because Act 707 did not include provisions for integrating the NIA into the national security architecture. This has hindered our ability to work efficiently with law enforcement and intelligence agencies," he stated.

Koku emphasized that placing the NIA permanently under the Interior Ministry will ensure operational stability and promote long-term collaboration with key security institutions.

“The frequent restructuring of the NIA in recent years has created operational inefficiencies. By situating the Authority under the Interior Ministry, we will be better positioned to collaborate effectively in enforcing national security operations,” he added.

In a motion filed by his legal team, Ofori-Atta argues that the OSP's actions violate the principles of administrative justice, specifically the right to a fair process and the protection of his personal dignity.
